The answer, more often than not, comes down to gluten. Specifically, how much of it developed in your dough — and why.

When flour gets wet and mixed, two proteins — glutenin and gliadin — link together to form gluten, a stretchy, elastic network that gives dough its structure. In bread baking, that structure is your best friend. You want gluten to develop fully so your loaf holds its shape and has that satisfying chew.

Biscuits are a different story entirely.

For a biscuit to be tender and flaky, you actually want gluten development to stay minimal. Too much of it and your biscuit turns dense and tough, more dinner roll than Southern classic. The whole art of biscuit-making is about coaxing just enough structure to hold things together while keeping the crumb delicate and the layers distinct.

This is why almost every biscuit recipe you've ever read warns you: don't overmix. That warning isn't superstition. It's chemistry.

The Surprising Factor That Changes Everything: Protein Content in Your Flour

Here's where things get genuinely interesting — and where a lot of home bakers get tripped up without realizing it.

Not all flour is created equal. All-purpose flour typically contains between 10 and 12 percent protein. Bread flour can run as high as 14 percent. Southern-style soft wheat flours, like White Lily (a beloved staple in many American kitchens below the Mason-Dixon line), clock in closer to 8 or 9 percent.

That difference of just a few percentage points is enormous when it comes to biscuit texture. Lower-protein flour produces less gluten under the same conditions, which means a more tender, almost melt-in-your-mouth crumb. Higher-protein flour builds a stronger gluten network faster, making it much easier to accidentally overdevelop your dough.

Fat Is Not Just Flavor — It's a Gluten Barrier

Fat plays a structural role that goes way beyond taste. When you cut cold butter (or shortening, or lard) into your flour, those solid fat pieces coat the flour particles and physically block water from reaching them. No water contact, no gluten formation. That's the whole point.

This is also why temperature matters so much. Cold fat stays in distinct pieces. Warm fat melts into the flour and loses that barrier effect, allowing water to reach more of the flour proteins and kick off more gluten development. The result? A tougher, denser biscuit.

It's also why some bakers grate frozen butter directly into their flour mixture — you get incredibly small, evenly distributed fat pieces that create maximum layering with minimum gluten development. It sounds fussy, but the texture difference is real and noticeable.

Liquid activates gluten. More liquid generally means more gluten development, which means a chewier, denser biscuit. Less liquid produces a drier, more crumbly result. Getting moisture right is a balancing act, and it's complicated by the fact that flour absorbs liquid differently depending on humidity, altitude, and even the age of the flour itself.

This is why so many experienced bakers add liquid gradually rather than all at once. You're looking for a dough that just barely comes together — shaggy, slightly sticky, not smooth. Smooth dough is a red flag. It means you've either added too much liquid or mixed too long, and gluten has had time to fully develop.

The type of liquid matters too. Buttermilk, a staple in traditional American biscuit recipes, does double duty: its acidity slightly weakens gluten strands (making for a more tender bite) while also reacting with baking soda to create carbon dioxide bubbles that add lift. Whole milk works fine but doesn't offer that same tenderizing effect. Heavy cream produces an ultra-rich, almost scone-like texture because the high fat content further inhibits gluten.

Mixing Technique: The Variable You Control Most Directly

Once you understand the chemistry, the rules of biscuit mixing start to make perfect sense. Every fold, every press, every extra turn of the bowl builds more gluten. The goal is to mix just until the dough is cohesive — and then stop.

Folding rather than kneading is the move here. Some bakers use a technique called lamination, where they fold the dough over itself several times (similar to making croissants on a very casual scale) to create distinct layers without overworking the gluten. It's the reason some biscuits pull apart in gorgeous, buttery sheets while others just... break.

Your hands are also a variable. Body heat softens butter fast. Many experienced bakers work quickly and deliberately for this reason, or use a pastry cutter or food processor to minimize contact time.
